Simple rules anyone can memorize
Times from 0000 to 1159 are the same as standard AM time. Simply add a colon and "AM." Remove leading zeros for the hour.
For times 1300–2359, subtract 12 from the hour and add "PM." Noon (1200) stays as 12:00 PM.
Add 12 to any PM hour (except 12 PM). Midnight is 0000. Noon is 1200. AM hours stay the same with a leading zero.

No ambiguity between morning and evening. 1400 can only mean 2:00 PM — never 2:00 AM.
